UGovt has stopped giving new license, however the portal where you need to apply is still active and accepting applications.
You can consider applying.
Next look for existing license sellers, i too was interested in this and found 2 genuine sellers in mumbai, one was from central suburbs who wanted 5 cr another was from western who wanted 15 cr
Best is you apply for Beer license, find a good location because to sell more beers you will need edge on locations. This business is also good and licensing is easy and cheap.
You can search for licenses within maharashtra, example check rural areas where you can find someone who is willing to transfer/sell license to you, if i am not wrong you can get license from rural village and use the same to open wine shop in mumbai, i heard this from so many people but if only it was true or possible or easy then in such case there would be so many wine shops already opened through this process.
