Getting plates inserted is a serious matter. Make them pay all expenses for medication and charge extra for the pain and suffering. Sometimes examples need to be made, else “chalta hai ” atitude will destroy next person’s life.

If that guy can afford a bike, surely he can afford a license and helmet. He didn’t , shows his priorities. File FIR with medical reports.
