Sorry for what your friend had to go through. Check if there is any CCTV available around the stairs capturing this incident. If there is none, it’s better to just forget about this and move on. Anyway your friend is moving out of that place so good riddance. Maybe take a short vacation somewhere in the state and forget about it.

Going through the legal way if you don’t have proof is a mental/time/financial drain and your friend will have to relive this incident numerous times which is totally not worth it. The outcome also won’t be any satisfactory either.
