Believe me I had similar issues. Applied for my wifes passport using father in laws address and during verification some a*** informed that my wife is living in another city. Passport sent back were fined Rs.5000 for providing wrong address. We then applied fresh passport from current address. Talk to him be nice try to get it. If its small village at times they budge to village elders try that way.
