The pipe of the chimney is usually made of aluminium foil and is flexible. Get a two feet piece and bend it upwards and have it fixed to the current outlet. 10-15 feet gap means there is good enough setback between the two houses and mostly compliant with any byelaw in India and shouldnt cause such an issue but if they are complaining it could be pointed to their window or opening that make the fumes go into their house.
