If you take legal action they , it may hit you back and your passport will be black listed and the country you are living in the govt will deport you .

Are you an Indian citizen ? If yes then same rule (official or unofficial ) it’s applies to you as well , and the country you are living in you are not belong to that technically you need abide by Indian law .

So relative has to pay for it and you can do a UPI .
