I know someone who works in Navi.
The recovery is done pretty seriously.
They have already filed cases for higher defaulters. In some cases they even reached out to have the bank reverse transactions. They have all the right to proceed with legal action.

Though I am not sure if for 16k they will do so or have done already. You can ask them for the legal notice
