I have experience with these kind of situations and people. Although not from legal pov.
He needs a reason to stop. If there’s no reason, he won’t stop. That reason could be police action.
I recommend approaching Good parents first. They will slap some sense into him.
What a girl does is her private life. That is common sense. Many going men don’t understand but regret it years later when the consequences catch up
