Its probably from bribes otherwise it is pretty stupid to sink that much money into bribes. She was either taking bribes before this and intended to continue or she intended to start taking bribes to recover this money.
This is like a thief crying that someone stole the money that they stole.

If your mother was willing to pay 55L of bribe for a promotion then she was willing to use the power which comes with promotion to accept bribes.
She is a criminal and should be in jail alongwith everyone who accepted her bribes.
The balls on these people to come and ask what can be done after willingly offering and promoting bribes is crazy. Have some shame on yourself.
