I am really sorry that you have to go through these. But let me ask you a question. Eventhough I can understand the ground reality, doesn’t bribing the police officers only add to the already failed system and fuel them to ask for more bribes?

At that point complying to bribe and crying about the system is kind of an oxymoron don’t you think.
