I wouldn’t blame the people who feed the dog. I would rather a well fed aggressive stray dog than a starving one.

I consider feeding stray dogs, or making them familiar with you as ‘hafta’ that has to be paid to stop them biting or harassing you.

If the dog is really aggressive, try to talk to your neighbours to drum up support for your cause, or take matters into your own hands, or pay a watchman or someone else to make the problem go away.
