Who told the girl and her family to get married? Who told her to say yes to dowry?

A girl and her family can definitely say no to marriage if the guy’s family is demanding dowry right? I believe 498a must be punishable to both the parties. Girls’ and guys are both culprits in continuous practice of dahej pratha
