I think you may need the old passport for renewal, they punch a hole in the old passport when they issue the new one. If you’ve lost it, you may need to file a case in your nearby police station and make a publication in a local newspaper (costs about 500), keep the copy of the police complaint and the news paper with you. All this is done to prove that you have lost your passport and it’s no longer recoverable. After all these steps are done, you may head over to your nearby PSK and ask if anything additional is required to book an appointment.
Please do not apply for a fresh passport, they will have records of your old passport and will end up fining you for falsifying.
