I know that molarity and acceptance should be there but I dont the understant the mindset of people like people are saying to sell his bike for her medical expenses etc etc. I think you should ask him to pay half money which he can pay in installment. Because Any one can make a mistake and if thier finencial condition is not good (like living in basti, bike on installment etc) then you should understand and forgive him and ask him to pay half money which he can pay montly without much burden bcz after this situation his parent will curse him directly or inderctly bcz they are already poor and of new problem. I am saying this if OP and his family can afford the expenses. According to his condition, forcing them to pay full is not good (according to me). Show some mercy. If he is overspeeding and driving with his friends then you can ask him full to pay. I am not justifying but there maybe a case that he ran from that accendent situation bcz sometimes public take big wrong mistakes like beating the person etc etc. I am just saying that anyone can make mistake (if he was not overspeeding and raoming with his friends).
