There’s no rule like that, they’re just holding your certificates hostage. If you paid the fee that’s enough, many people drop out of colleges in their first, second and even final year.

File a case at the local police station, go with cops and get your certificates back. Idk how the police in your state is, usually in my state they’re really helpful in situations like these.
