Law does not concern itself with triffles. Kindly read section 95 of the IPC.

For your convenience, i’ll copy paste the provision here-

*Section 95:- Act causing slight harm –
Nothing is an offence by reason that it causes, or that it is intended to cause, or that it is known to be likely to cause, any harm, if that harm is so slight that no person of ordinary sense and temper would complain of such harm.*

This defence can be used when the harm caused is so slight that no reasonable person would file a complaint for it. No reasonable person will file a complaint for Rs 35. Even if they do, it will be dismissed.

They also cannot extort money from your friend by dishonestly putting him under the fear of prosecution (Section 383 IPC). Extortion is an offence punishible with 3 years of imprisonment or fine or both.
