The process is to never return keys till the final settlement is reached. In your current scenario, if you have paid the money in bank /online transfer then raise a fraud case on your owner so that he will come to senses . If you have paid in cash then forget about the money and move on in life.

Ask society to fix it from their budget, as per society law they have rights to force break into the apartment if the owner doesn’t respond.

You are 26 years old, you should focus on building your life. Let your 40 year old sister handle their life. Their is something known as your sister side story, and their is your bil side story, but the reality is the real story which you have no clue about. I would suggest you to support your family and sister, but don’t trust blindly and take hasten decisions, which you may repent for life.
