Check police verification comment on passport application acknowledgement. It will probably mention as post means police verification will be done post issue. You can visit the SP office and have a word with the passport processing officer

You have to file a dispute form with the card issuing bank for non receipt of goods from the merchant. This dispute has to be filled within 60 days of your credit card statement.

Check your card issuing bank’s website for dispute form.

There is no such resolution for UPI.

If it’s a small amount then don’t go through the headache. Make sure you use a credit card next time so atleast you have an option to dispute the transaction

If you have paid by credit card then raise a dispute. That’s the easiest way

OP should do this and claim full tour amount from MMT as it is deficiency in services on their part.
