not a lawyer , if its a one time thing for your family or relatives then no need for licence and if you’re doing it for commercial purpose then you’ll require a licence

you cannot , also you got 60% just to buy a 2nd hand car which will require hell lotta servicing and maintenance+ you don’t have no stable income source , your parents are being practical its better you try to maintain your family car or get a bike to get started that too when ur 18+
