Logic and freedom apart cop could have booked you under section 296 of BNS obscene act. Not exactly public nuisance but again this depends upon cops to add or remove sections.A lot of people have said you should have let them book you and you could have fought in court . DNALI mean if the fee is outstanding then you can’t receive your degree period. From what I understand you get education and pay tuition and other related fee. If you don’t pay fee the university or the said college can hold degree or take other steps.
Visit the college and discuss with them. Tell them you want to resolve this without involving FIR and other things.
Negotiate a settlement in 80,000 or 90,000 and get the degree . Right now it’s as good as a printed A4 paper .DJust why the heck you asked him to pay ? Are you serious ?
