QI don’t think India has a concept of PR but it’s citizenship. If your boyfriend is fluent in the languages and other legal requirements to be citizen by naturalization, he should apply for the citizenship. I think he can do it himself.India doesn’t have great immigration culture hence finding an immigration lawyer would be tricky except Delhi probably.
