QYes, I am a lawyer. It’s rightful to remove connection and block services if the person is defaulter for years as in OP’s case. Just serve him notices threatening blocking services and if he fails to comply you should proceed.
Non-payment of society due for years, doesn’t entitle you for the services for lifetime. Use your common sense as well.
