      Yes it is not compulsory for passport application, but as per the passport act, the person has to be an Indian citizen for an Indian passport, and as per citizenship act you can be a citizen of India by birth, registration or naturalization.
      In your case since you are an Indian citizen by birth and you have to prove it, if they demand while police verification hence they can technically ask for a birth certificate and hold your application.

        See regarding address whatever he is saying is bullshit and he can’t send adverse report because of address issue and is just creating this issue to take higher amount from you.
        Regarding mother’s name on birth certificate, BC precedes all other documents for personal particulars and hence any mistake on BC can’t be ignored unless you give him the money or get corrections on your birth certificate.

          Please read my reply also, where I explained that you have 2 birth registrations employing that you were born on 2 occasions which is technically not possible, so you need to correct that first only then you can think to proceed further.

            So you already knew that a lawyer will cost 15k and will get your job done then why even look for agents who are asking 1-2 lakhs ?

              Please refer to FAQs on passport seva website, where it is mentioned that PoB and DoB change is not guaranteed and depends on the circumstances,
              In your case your parents have got birth registered with the municipality on 2 occasion i.e. one you were born in October and once in September which technically is not possible, so your date of birth change in passport is next to impossible.

                    I don’t think the contact details of the recipient are shared with the postman, as in most cases the postman knows their local area well and delivers parcels based on the address and name.
                    Here your address is a bit different which is not at all postman’s issue.

                      Yes as per the passports act, passports can only be issued to citizen of india and as per citizenship act, for persons born before citizenship act 2003, they should be born in Indian and either of his/her parents should be an Indian citizen.

                      So technically you will have to prove that your parents are Indian citizen. Otherwise show him what all documents you have and ask to prepare the report accordingly and if RPO asks you to explain, then furnish your clarification.

                                  As per citizenship act, minor children of the parents who have renounced Indian citizenship ceases to be an Indian citizen.
