SThe only reason I would not suggest this to OP is because of his personal circumstances and the trade-off. A civil suit is going to take its toll on him and distract him.
While your advice is on point, the tenant may resort to a number of mischievous tricks to avoid paying the rent while the suit is pending.
SProofs are useless. File a police complaint against unknown persons for damage to your property/ hit and run. Depends how the local PS wants to treat it.Give the SHO a written complaint and take an acknowledgement on a photocopy of your complaint. Ask the Sub Inspector if he can send a constable to question the watchmen. Tell the SHO you prefer to settle it but they are not coming forward (this is important because settlement means $ will flow from one pocket, thereby generating interest)
Ask the society watchmen nicely if they know. They won’t help you because they’re all protecting the culprit. But they’ll want to help you when the police is involved. If the constable does not do it, let the watchmen know that you have lodged a police complaint and they should expect the police will talk to them. At that point, the watchmen may fold.
SThey may build a fence or a wall. They can’t block the OP’s path or access, or dictate OP’s point of entrance or exit.Whether the OP is allowed to let others cross for a fee is another question.

If you see him or his family, make demands for rent in kind – phone, gold bangles, any other jewellery, vehicle, etc. Ask them for the keys. Say you’ll come back for the rent in the evening / 2 hours / 4 hours, and do return. Living there must seem like a hassle to them. You can also turn off power once in a while, without owning up to it. If by chance the police gets called during any of this, you must call it a civil matter and ask the police personnel to give it in writing that you can’t come to collect rent.
