SYou can’t keep removing the dogs while keeping an easy access to the stairs. You can coordinate with the feeders to train dogs to not come up stairs with POSITIVE reinforcement. Remember, negative reinforcement will make the dogs anxious and more prone to biting. Allocate feeding spots. SThey should have insurance. You’re using the facilities as you should, not clipping when not using a spotter is common. Don’t pay. Record evidence that it has happened three times prior to this, and then you have proof that it’s happening because of a design fault.
