this option is really good, is it legal doing this?? will it create any problem ?

My course is for four years, and the college receives scholarship money for each semester. They have already received funds for four semesters, yet they are now asking me to pay the fees for all upcoming semesters. Additionally, they are withholding my documents, including my 10th and 12th marksheets, school leaving certificate, and caste certificate. I am even willing to repay the scholarship money I received, but not for all remaining semester, I need my documents returned.
