Practicing Advocate High Court here, Bail from sessions Court is tough to get in such cases, generally, however bail petition in High Court is the next legal remedy, you can apply for. If u can show existence of a relationship , and considering your brother doesn’t have been involved in any more such cases in the past, and already in jail ,so a regular bail could be granted. Law says Bail is a rule, Jail is an Exception.

Try to resolve the issue amicably, these things escalate quickly. Borrow small amount of money from different people and give him back his rightful money

Advocate HC here, notice should be served in person, however it is common practice now a days whereby whatsApp /email is used. They will however, not shy away to send it to you, personally as well, if the situation so arises, considering if it’s actually a genuine notice and not some digital arrest type scam, feel free to discuss more.
