Have faced the same from a Pune based company.

I filed a grievance with the PM Office and Central Government Grievance Portal. As salary issues pertain to the Labour Department.

My grievance was transferred to the Labour Commissioner Office, Pune.

Two days back I got my entire pending salary.

Note: This is obviously free of cost but it takes time. In my case it took 3 months to get addressed as it was transferred from the Central Government to the State Government.
