IIt’s the usual norm in Mumbai now , they ask for parent’s citizenship documents, I had an uncle who used to work in RPO Bandra and he told me that Mumbai was something in “Z” zone and thus they’re quite strict with parents documentsINot to my knowledge man , you can your relatives to do the deed on your behalf or get it done through an agent or if you’re in Mumbai you can ask your local agent to get a birth certificate or ask your mother’s college to reissue the same certificate but on a new format mentioning her place of birth .IWell you can get the birth certificate issued from the town where your mother was born tho it’s a bit run down process like collecting witnesses for birth like usually her siblings and neighbours and if that had happened in village then letter from panchayat stating that she’s born in this village and the sarpanch knows her , and the same documents goes to the collector office and if approved you’re granted your birth certificate.
On the RPO issue if the police officer doesn’t submit a “clear” report for you to high level (the CP office) you can’t get your passport, the local police station verification is the base level tho book an appointment for RPO and explain your case but I doubt that would yield any results unless the officer is understanding since thats rule to produce parents citizenship proof. and mind you the appointment available for RPO are usually 2-3 months later from the date of booking.
On rejection issue , it’s no big deal you can reapply after the “File number” allotted to you is closed , you can reapply albeit while filling the application form (again) you can see a section “have you applied for a passport and not issued” something with the similar wording you just have to enter the file number you have now.
IIf you go by the Aadhaar’s name ,Here’s what you can do .
Call their helpline number and explain the situation
Make a newspaper gazette with her previous (wrong name) as per passport and marriage certificate and new (correct name) as per Aadhaar and other docs assuming her other documents follow the same nomenclature as in aadhaar , also you can confirm with your local police station explain him the situation and ask whether he’s gonna accept the newspaper gazette for this correction ,And for double confirmation call the passport seva helpline and explain to them the scenario and ask whether without updating or anything the marriage certificate will the newspaper gazette suffice? If yes yay
