Your receipt is with a revenue stamp, right? You can take the receipt to court. Find a good lawyer. My builder disappeared and could not locate. So take them to court before they disappear.

Check with your lawyer to see if you can sue him for delaying your project and financial losses due to the delay. At least he will be going to the court few times.

Don’t take anything nor threaten. It can be charged as threaten, theft and if for some reason something happens to him it will be on you. Like others mentioned, file police case or just hope he will pay someday and focus on your business

In my state we employee something called “iruttadi” ( that’s beat the shit out of him in the night). Not a legal advice and do at your own risk. I never take shit from any boss and get unemployed frequently.
