Get a lawyer and negotiate a price and discuss with them. The cost is very less than your quoted price of 40k.

The process is digitized since ages. I registered my marriage online 4-5 years ago at lawyer’s office in Kolkata. Search for marriage lawyers and talk to them and negotiate the price. Since, your bf is foreign citizen they are exploiting you. My cousin married last month and paid 6.5k for registration under SMA, both were Indian citizens. The government charges are very minimal and rest is their profits. They will try to justify that by giving BS excuses.

Yes, sounds like a scam. At most it should be around 10k. The government charges are around Rs. 200. Search for lawyers who handle SMA and let them deal with the registrar.
