DIt doesn’t have to be commercial also. You can serve them notice for nuisance through unnatural use of space causing damage. They are liable for damage.But everything doesn’t need to be legal. It’s ugly. You can talk to them, and if they can plaster the terrace or so, let them continue. Or if they are willing to make some kind of amends.
