Consumer forum does work, but I would advise you to make a complaint before IRDAI (assuming your claim is still in the process, I don’t know what TPA stands for) Grievance Redressal Portal, may save you a trip to the Consumer Forum as well.

Ideally the assets of the company would be sold and the remainder would be returned to the investors, was any complaint made at the relevant time?

It is a notice you should (ideally) not ignore.
A lot of things going on, but you should contest the Arbitration – Get a lawyer if you can afford one and settle in, it may be a long haul.

Not exactly a problem that can be solved by a simple complaint to the Police either.
Is there a co-op society for the flats?

Not exactly what I am looking for πŸ˜…,
But you must understand that property may be self -acquired or inherited through succession. Depending on this, and the tenure of the land (whether it is divisible or not) would require a deeper analysis.
You will need to check the revenue records, the tenure of the land and if it is a HUF property then you may be able to apply for a share as a coparcener.

A lot of factors not mentioned, including your religion and the nature of the property.
A lot more details would be required.

Assuming you are Hindu, then the only clean way out would be a divorce by mutual consent.
Unfortunately incompatibility is not a ground for Divorce in India, and a contested divorce could take years.

Considering the time frame and the fact that you are family I would not recommend criminal proceedings.
Limitation is generally 3 years from the date on which the party refuses to return the money, but there are a lot of technicalities involved.
Would recommend you contact a good civil lawyer in your area and proceed systematically.

In case of a bank transfer, you would have ample proof so recovery should not be much of a problem, however considering the time period I would advise you to move early as limitation (time in which you must demand the money back) may become a problem.
Send them a legal notice, and if they fail to give you the money or deny the debt then you should be able to file a summary suit for recovery of the debt, you would also be entitled to interest from the date of filing of the case.
Unfortunately, you can’t get interest for the time period before filing of the case, as generally only banks, NBFCs and licenced money lenders can charge interest.
As for the question of the land, unless this was a written agreement it will be very difficult to prove, so would not recommend filing a case for it.
                        Hope this helps

Check out with a local lawyer, can’t comment on illegal modifications without verification.

If you are in a Cooperative Society, then raise a complaint at the next meeting – if not addressed you can approach the Registrar/Board of Nominees per your state cooperative societies Act.
As for police inaction, keep copies of your complaints and then write to the SP stating that no action is being taken. If SP does not take action, you can file a complaint before the local criminal court.
Also, just as a warning you can check if your neighbour has made any illegal constructions on their property (sheds etc.) and apply to the municipal authorities to remove the same.

For the consequences part, in the end Property Tax can be recovered as arrears of land revenue i.e. they seize and auction the property to recover tax.
But with so many residents involved and the politics that follows, I don’t see anything like that happening.
Stay patient and keep your share ready until a comprehensive solution is worked out.

There are special agencies that do this kind of work, raise disputes with the relevant parties (often these debts are sold to third parties, who sell it off further) and tackle it to get your CIBIL score up.
