Is this an issue of connection being cut, or excessive billing?

Be a little proactive and file a complaint before the police starting that this man is not paying you and harassing you by threatening to implicate you in false cases when you are demanding payment.
POCSO is a strict legislation, and I don’t think any offence is attracted in what you have stated, so no cause to worry.

Unfortunately the reality is as you put it, the only way out would be to have quite a bit of patience.
Real Estate is notorious for being a parking space for black money, and most people that have the capacity to buy instantly won’t anode by your condition.
If comfortable, list it out on websites like 99acres or Magic bricks for better reach.

Unless you are married or have been living together looking enough, you don’t need any documentation. She can’t claim as a dependent unless in these situations.

Would recommend you shift your focus to yourself and stop this obsession, as I think it has become.
Feeling vindicated isn’t worth it, become a pillar your mother can lean against in the future instead of chasing your father.

I can’t imagine the pain she is feeling.
I would recommend complaining to the National Commission for Women (NCW), and approaching NGOs that do help such victims.
Before starting, would recommend that she pick a notebook and write down everything in a date-wise manner. Details like when she got calls, on which number, where anything was posted on what date – things which will make any complaint specific and more detailed. Will help her a lot.

If you are Hindu, then the 6 month period will apply but you can get it waived.
Considering that your mother and you need the monthly payments, the same needs to be agreed to by your father as well if you are seeking mutual divorce.
Hire a good lawyer, so that all relevant terms can be incorporated in the Divorce Petition.

I don’t think a parking space can be sold separate from the units (flat or office), and no formal agreement for it will be registered.
Maharashtra and Gujarat have similar laws, so that may be the case with you as well.
Do check with a real estate consultant.

                            The ‘mess’ has just started.
Check your car insurance policy, keep a copy with you and approach a good lawyer near you dealing with MACT cases.
While I don’t see any criminal liability on you, those injured may file cases against the car owner and insurance company for compensation.

Would advise you to contact a local lawyer ASAP, don’t think there is a high likelihood of her filing a formal complaint given the facts – she would risk her reputation as well.

Assuming you are Hindus, your uncle can file a Section 9 Application for restitution of conjugal rights, saying that she has gone away without any just cause.
Consult a good lawyer before proceeding, custody issues and other things would require court intervention.

As stated earlier by someone, anullment is an option.
However, do keep in mind that the wife may try to resist, keep written records of all communications so that there is some proof when the case goes to court.
